The Winnebago County Juvenile Detention Center is a secure 48-bed facility housing minors between the ages of 12 – 20 who are awaiting proceedings in Juvenile, and in some circumstances, Adult Court. The detention center was built in 1992 and expanded to its current capacity in 1995. The Detention Center provides a variety of programming for the minors lodged there. District 205 teachers work with the youth on a core curriculum of academic. Outside volunteers and detention center staff supplement their formal education with career exploration, art and teaching a variety of life skills. Behavioral Health Services are provided to youth by qualified mental health professionals.
Funding for the Reducing Isolation Through Behavioral Health Expansion was received through the Winnebago County Community Mental Health Board.
All visits must be scheduled in advance. Parents or legal guardians must call (815) 516-2980 after 6:30 a.m. on the day of the visit to schedule a time.

Juvenile Detention Frequently Asked Questions:
Parents and siblings are allowed to correspond with minors via US Mail. Incoming phone calls to the minors in the facility are not allowed.
Phone calls:
Residents are given the opportunity for two free phone calls a week. The times during the day will vary based on detention’s Programming and staffing availability. Staff will make two attempts approximately one hour apart. The two days a week will be set soon after intake and the parents will be notified of those days set for the resident. It will be scheduled for 1 of 3 patterns. Monday and Thursday; Tuesday and Friday; Wednesday and Saturday. The days of the week are selected by the supervisors based on the most available grouping. This allows us to be able to get the most phone calls in for all residents during the week and on the days scheduled. The length of that call is based on the resident’s behavior and corresponding shirt levels.
- Green shirts are given 15-minute phone calls
- Red shirts are given 15-minute phone calls
- Blue shirts are given 20-minute phone calls
- Gold shirts are given 20-minute phone calls, plus a 30-minute Sunday phone call
The phone calls are for Parents/ legal guardians and family members in the home. Three-way calling is not allowed and strongly discouraged. Conversations about specific residents in detention are not allowed. Their privacy should be respected and valued, as is yours. It is our recommendation to keep these conversations positive and productive to promote a better transition to home, placement and /or corresponding court-appointed treatment or programs.
Paid Phone calls Procedure
Paid Pod phone calls can be made on Sunday evening. The staff member assigned to the pod will ask if any residents would like to make a pod phone call. The Control booth operator will hand out cards of residents requesting the opportunity to make calls to the staff assigned to the pod. The staff member assigned to the pod will ask for the Control booth to turn on the pod phone when the time is appropriate to make the phone call. Residents will be informed they will only be able to call their parent/legal guardian. The staff member will dial the phone for resident, state the resident’s name for the recording and verify the parent or legal guardian has answered the call. The resident will then be handed the receiver for a 15-minute phone call. If the call is dropped, the staff member will allow one more opportunity to start the process again. If a call is dropped a second time, there will not be a second attempt that day. If the call is not answered by the parent/legal guardian, the resident will be allowed a second attempt, if time allows. If the second attempt is not answered, the resident must wait until the following Sunday to try again. Once the pod phone calls have been completed, the staff member will radio the Control booth to request the phone is shut off and will bring the white cards back to the booth operator. The staff member must record the information regarding all call attempts and received calls on the phone log sheet.

* One hour visit. Visit will be in the dining room only. Visitors are required to remain for the entire session. If a visitor must leave for any reason, all persons visiting the minor they are seeing must leave the room and they will not be allowed to re-enter.
All visits must be scheduled in advance. For Friday and Sunday visits parents or legal guardians must call 815-516-2980 after 6:30 AM on the day of the visit to schedule a time slot for that day. For special visits, the parent or legal guardian must contact the Superintendent or Assistant Superintendent to schedule the date and time.
Parents or Legal Guardians will only be permitted to visit on the first visiting day after the minor arrives at the facility. After that the parent or legal guardian will completed an “Allowed Visitors List”. The persons on that list will be allowed to call and schedule a visit on the visiting days.
There is a limit of four visitors per minor and minors may only receive one set of visitors per day. In the event that more than four visitors are present to see a minor, the parents or legal guardians will be given preference over other “Allowed Visitors”.
Food Services
The Winnebago County Juvenile Detention Center participates in the National School Breakfast and Lunch program. Our Food Service provider provides all three meals and snacks for the residents of the facility.
